In the region, it is much important to promote regional economy on the world wide competitive industry field and create culture and society, realize safety life. The higher education institutes likes university is expected, as the center of ?regional intellectual property strategy and new industrial creation activity ,then TLO is established as transfer license(research result , intellectual property and know-how) organization for industry. In the Nagano prefecture “intellectual cluster creation business “and” 21st century COE program " are promoted as the large-sized project based industry-university-government liaison, Research result of Shinshu University and the Nagano national college of technology is to right as patent and transfer industry field. The purpose to establish Shinshu-TLO is for that in 2003 approved by The Ministry of Education, Culture, Sports, Science and Technology and The Ministry of Economy, Trade and Industry.
